Build it when the process IS the business
The thing you do differently from competitors is usually the thing no product supports. When the difference is why customers choose you, bending it to fit a product is bending the business.
The real test is the cost of the status quo
Not the licence fee. Count the hours spent on workarounds, the errors that reach customers, the work that never happens because the tool cannot. If that number is small, buy. If people are staying late to compensate for software, that is the number a build is priced against.
The honest failure mode of custom
It is not the build cost. It is having nobody accountable for it in year two. Custom software without someone running it becomes the legacy system the next owner has to replace, which is why we do not sell a build without the retainer.
